Founded
by a group of business men actively involved in Kentucky mining operations,
Cumberland Surety began operations as the Reclamation Surety Insurance
Company in 1985, providing reclamation bonds for the for the smaller and medium
sized coal operators in Kentucky. Since then, Cumberland has provided reclamation
bonds for coal and other mining operations in 15 states across the US.
Cumberland's approach to reclamation bonding is unique in the industry. It
developed from a combination of very specific "on the ground" knowledge
of its coal operators coupled with the financial security concerns of a surety.
Today, utilizing
the underwriting facilities of its carriers, Cumberland provides bonding resources
to a large range of mining operators. Through its affiliate NewBridge
Services, Inc. initial reclamation bonding evaluation is performed
drafting and recommending a bonding program for the client. Once the program
has begun, Cumberland provides the client and the surety ongoing monitoring
of the operation and evaluation of the current "risk on the ground".
This awareness
of the nature of the actual exposure of the surety's bonds as measured by
the current risk on the ground, allows the surety to better respond to the
needs of the client.
The Reclamation
staff of Cumberland is comprised entirely of coal reclamation professionals.
With specialties in the earth sciences, these individuals have considerable
past experience with mining regulation and were instrumental in the creation
of the present Kentucky system of reclamation regulation.
